Looking for a list of the best software / hardware to be a good rounded web designer. Also PC or Mac?

I've been a stay mistress from home for a while now and am considering getting back into the workforce. I used to be a COBOL programmer … I know, is an ancient language, but I really I'm not that old! I want to go a different direction and love the idea of web design because it combines creativity with encryption. I count my initial expenses for you can get an idea of the investment they need to do. At this point, not thinking about starting my own business, but I want to telework. I want to be marketable and have everything in my hands. I am looking for system requirements, software and languages (HTML, etc..) I also wondered if I should go with a PC or Mac (I would like a Mac, but not if not the best route). What do I need to be a good rounded web designer? Thanks for your help. Colette

I am a web developer, so of experience: Software: a text editor, a graphics program, an FTP client and a local website. Unless you want to spend about $ 30 by Edit Plus, Notepad Plus is pretty good.
